Mission: Promote permanent consultation and sustainable development of the water and related resources of the Volta basin for equitable distribution of benefits towards poverty alleviation and better socio-economic integration.

Establishment
March 2004: The Volta Basin Technical Committee was created to prepare for the establishment of a Volta basin organization;
06 December 2005: The ministers of Water Resources signed a Memorandum of Understanding in Ouagadougou to create a Volta Basin Authority (VBA);
17 July 2006: in Lomé, the Ministers of Water Resources established the Volta Basin Authority with its headquarters in Ouagadougou, by approving a draft Convention and Statutes for the VBA and appointing an Interim President of the Council of Ministers, Executive Director and Deputy Executive Director;
19 January 2007: the 1st Assembly of the Heads of State and Government in Ouagadougou signed the Convention in Ouagadougou;
16 November 2007: the Ministers adopted the Statutes and Institutional Framework of VNA during the 1st meeting of the Council of Ministers in Ouagadougou;
14 August 2009: The convention of the VBA came into force.
STATUTORY ORGANS
The statutory organs of the Authority are:
- The Assembly of Heads of State and Government;
- The Council of Ministers in charge of Water Resources;
- The Forum of the Parties involved in the Volta basin development;
- The Committee of Experts;
- The Executive Directorate of the Authority.
MANDATE
The mandate of the Authority is to:
- Promote permanent consultation tools among the parties for the development of the basin;
- Promote the implementation of integrated water resources management and the equitable distribution of the benefits resulting from their various utilization;
- Authorize the development of infrastructure and projects planned by the stakeholders and which could have substantial impact on the water resources of the basin;
- Develop joint projects and works;
- Contribute to poverty alleviation and the sustainable development of the Parties in the Volta basin, for better socioeconomic integration in the sub-region.
STRATEGIC OBJECTIVES
The Volta Basin Authority and its major partners have identified the following Strategic Objectives for the period 2015 to 2019:
- Involvement of VBA in the regional integration and economic development policies;
- Ensuring autonomous and sustainable financing of VBA;
- Strengthening participation and partnerships with stakeholders;
- Strengthening the legislative framework of the Volta Basin;
- Improve the technical framework for IWRM;
- Adapting VBA’s resources to the implementation of the Strategic Plan;
- Monitoring and evaluation of development in Volta Basin;
- Strengthening of Communication.
